At the next meeting of the Government of the Russian Federation, the issue of the draft law will be considered, according to which it is planned to change the Tax Code. New provisions provide that it will be possible to register rights to a aircraft only by paying a state fee. It is noteworthy that the system of state duties practically does not differ from that for sea vessels.
The state fee will be charged based on the category of aircraft, which is enshrined in the air code. It should also be noted that previously such a fee was set depending on the class of aircraft – there were four of them in total. According to the current aircraft, a new classification of aircraft is determined, according to which outdated classes are replaced by the concepts of light and ultra -light aircraft.
It should also be noted that the new bill provides for the state fee for establishing amendments to the Unified State Register of Rights to Air Courts. In addition, this registry contains information on transactions with aircraft. If the copyright holder needs re -issuance of a certificate in which the fact of registration of the right will be confirmed, he will also have to pay the state fee. According to amendments to tax legislation, the issuance of a second certificate is assigned to the class of legally significant actions, which allows you to introduce additional duties.
So far, experts are not taken to judge how the planned changes in the legislation can affect the air transportation market in the country. Most likely, significant transformations will not happen – the maximum that can be expected is a slight increase in the cost of flights.
